The purpose of the resolution is to approve the proposed Utah Water Rights Settlement Agreement, to authorize the Navajo Nation President to execute the Settlement Agreement with substantial differences that what is approved by the Navajo Nation Council, to delegate to a standing committee of the Navajo Nation Council the authority to approve the delegate to a standing committee of the Navajo Nation Council the authority to approve the proposed Utah Water Rights Settlement Agreement with those changes. The Finding listed in Letter "I" summarizes the Proposed Settlement Agreement. The proposed Settlement Agreement "would recognize the water rights of the Navajo Nation in Utah and provide funding for infrastructure development, and members of the Navajo residing in the Utah portion of the Navajo Nation."
